The Baltimore and Ohio Railroad Terminal is the most architecturally significant remaining railroad passenger station in the central city of Youngstown. Built in an eclectic Georgian Revival style in 1905, the two-and-a-half story station is distinguished as an intact reminder of the tremendous role which the railroads played in Youngstown development as a manufacturing and population center in the late-19th and early 20th centuries. The design of building reflects the importance of passenger rail travel during the early years of the 20th century, and in particular, the significance of the B&O line to passenger traveling through Youngstown from either Washington or Chicago. The terminal has a great deal of architectural integrity, and occupies a distinctive site on a curve of tracks overlooking the Mahoning River, with a view of the downtown area to the east.
